An industrial park development that prioritises sustainable outcomes

The 148-hectare Rangiuru Business Park supports logistics, manufacturing, and horticulture; and has easy access to road and rail connections and the Port of Tauranga. Rangiuru Business Park is the largest greenfield consented industrial zone in the Bay of Plenty and, when complete, it is projected to provide 4,000 jobs.

The initial development phase of the business park involved undertaking the key infrastructure to enable the wider development. This infrastructure includes the construction of a 48ha stormwater wetland, large stormwater conveyance swales, reservoirs, and an interchange on the Tauranga Eastern Link, among other critical elements. Cycleways and shared pathways throughout the business park and wetland reserve connect to the Tauranga Eastern Link, allowing for commuting and active recreation opportunities.

Sustainable and responsible development practices have been a key driver of this phase, with an emphasis on collaboration and partnerships with iwi and other key stakeholders, striving for quality ecological outcomes, meaningful cultural expression, and strong urban design outcomes. Quayside Holdings and the project team worked closely with Tapuika Iwi Authority as mana whenua of the area.

Boffa Miskell's initial project brief consisted of landscape design services to support council approval process and implementation of the streetscapes, substantial stormwater management and treatment infrastructure, and other elements within the park. We also supported with the development of a cultural masterplan for the Park, working closely with Quayside Holdings and Tapuika Iwi Authority to ensure meaningful outcomes were achieved, cultural expression elements were designed and appropriately located.

Due to the large site, and the pace and scale of the works being undertaken, there was a need to ensure that all parties maintained strong communication lines and a focus on outcomes and solutions. The earthworks, civil infrastructure construction and planting contracts were implemented concurrently, and collaboration and close coordination was critical in ensuring that timeframes were met and expected outcomes were achieved.

Boffa Miskell's involvement quickly expanded to include wider design and urban design services, ecological consulting and fieldwork, construction supervision, contract management and MSQA services, and more. The Boffa Miskell team works closely with Harrison Grierson as Engineering partners on the project.

From the outset, Rangiuru Business Park has been intended to be an exemplar project for delivering quality outcomes through sustainable and responsible design practices. The project developer is committed to low impact/green stormwater infrastructure and quality urban built form, along with a focus on meaningful cultural and ecological outcomes to attract businesses that align with these values and that will bring long-lasting economic opportunities and employment for the region.
