Creating a vibrant active transport connection between Mosgiel and central Dunedin

The Dunedin Tunnels Trail proposes converting a disused rail corridor into a 15km shared walking and cycling route connecting Mosgiel with central Dunedin. The trail traverses a diverse landscape including farmland, suburban neighbourhoods, industrial zones, and two historic Victorian rail tunnels. Following the path of the former Main Line, the corridor presents a rare opportunity to establish a safe, scenic, and accessible active transport link that celebrates Dunedin’s heritage and natural character.

Boffa Miskell played a central role in stakeholder engagement, working alongside Bonisch Consultants and Dunedin City Council to develop the Single Stage Business Case, which received approval from New Zealand Transport | Waka Kotahi.

We designed the first stage of the trail’s entrances, rest nodes, and tunnel enhancements, integrating ecological planting and weed control to create a safe, scenic, and functional active transport corridor.

A key challenge was addressing safety concerns in remote and enclosed areas, particularly within the historic rail tunnels and underpasses, which pose risks with limited visibility, isolation and potential concealment spots. A comprehensive Crime Prevention Through Environmental Design (CPTED) assessment across 13 distinct trail areas informed a series of targeted design interventions, including installation of tunnel lighting and CCTV, the creation of clear sightlines and escape routes, and strategic vegetation management to enhance safety, visibility, and user confidence throughout the trail.
