Intensification and Enabling Housing Supply- A National Picture

Across Aotearoa New Zealand Tier 1 Councils have brought forward new planning rules in response to the requirements and intensification directions of Central Government’s National Policy Statement on Urban Development (NPS-UD) and amendments to the Resource Management Act (RMA).

Within their respective ‘plan changes’ each Council has identified new and amended rules and provisions to address these statutory obligations. The changes are being introduced through notified plan changes with Councils currently accepting submissions on these changes. In some cases, the ‘intensification’ plan changes are being introduced alongside other plan changes or as part of full plan reviews.

Boffa Miskell has assisted a number of Councils across the country in the implementation of these changes which anticipate and provide plan capacity for a greater scale and intensity of development, in particular housing.
